When to use pens and raise sheep

So I play as brits and I've had trouble with my eco management. I know that using mills should not happen till late in the game but what about pens? I've been playing around with raising them in the colonial age but I'm not sure if this is a good strategy. I have the two age 1 cards for pens and it seems to work but I'd like to know your thoughts
